How will Ukraine respond to this attack?

Russia just bombed a shopping mall in Ukraine, but they bombed it twice, and the second strike hit the rescue crews that were helping people injured in the first strike. The attack happened in the hometown of the Ukrainian president Zelensky today. At least 16 people have been killed with more than 130 wounded, including 22 children. But when people thought it couldn't get any worse, the second strike came. About 30 minutes after the first drone hit the shopping mall, a second drone hit the same area. By then, emergency crews were already responding. Zelensky says this was a deliberate attempt to hit the rescuers. And he called the attack "absolutely cynical and despicable". Here's how bad the situation became. 29 people are now in serious condition fighting for their lives in hospital, including five children. And 9 people were reported missing, including two children. But rescuers are still clearing the rubble, so more people could be found and the death toll could still rise. Zelensky said quote "attacks like these are nothing less than terrorist acts", and he added that quote "we will definitely respond". Which is why there's only a 22% chance of a ceasefire this year. That's according to Polymarket, a place where you can predict world events. The European Union also condemned the attack, calling it "terror by design". But this attack did not happen in isolation. Just one day earlier, yesterday Russian ballistic missiles killed 17 people in Kiev. There's another Russian drone attack on the same day killed 4 people in Mikolayev, including 3 children. So Russia's air campaign is clearly intensifying. Whilst Ukraine is also striking back, targeting places inside of Russia. And that's why this attack matters. But there is something important.
