They are a preview of what many countries may face in the age of climate instability. The old debate about climate change as a “future risk” is over. The real question now is whether countries can build the hard infrastructure to survive it: electricity, water, roads, cooling systems, and renewable energy grids. China is far from perfect, but it shows one important lesson: national development cannot be built only on software, finance, or soft power. You need infrastructure. You need execution.
